New appointments at the NWDA

The Northwest Regional Development Agency (NWDA) today announced three new appointments to its board. Clive Elphick and David Goldie take up “business positions” while Frank Holt fills a trade union position.

Rosie Winterton, Minister for Regional Economic Coordination, said, “I am delighted to announce these new appointments, which bring a huge amount of valuable experience to the Board.”

Mr Elphick has worked for a number of large companies, including ICI, Deloitte and Touche, and United Utilities. He is also a non-executive director of the Northern Ireland Authority for Utility Regulation, a member of the strategy group of the Department for Environment, Food and Rural Affairs, and a senior adviser to Cambridge Economic Policy Associates Ltd.

Elphick has recently left the position of chairman at CBI North West. He was also a non-executive director and chair of the audit committee of the Department for Culture, Media and Sport, a member of the North West Business Leadership Team and a director of WaterUK and the UK Business Council for Sustainable Energy.

Among other roles at United Utilities (where former NWDA chairman Bryan Gray used to be a director) Elphick was Managing Director of Asset Management and Regulation for the company. He told Manchester Evening News back in 2008 that he had developed “a really good strategic understanding of the water industry” and believed he had “a significant influence on the sector in the north west over the next 10 to 20 years”. David Goldie has worked mostly in telecommunications. He’s a director of the TalkTalk Group and chairman of its subsidiary Opal Telecom.

Goldie used to be a director of both the Carphone Warehouse Group and CEO of Northwest-based company Martin Dawes Telecommunications. He was a director of the Cheshire Building Society (of which current NWDA chairman Robert Hough used to be chairman).

Frank Holt, the token trade unionist, has been North West Regional Secretary of UNISON since 2003. He was elected to the UNISON National Executive Council in 1998 and is currently a member of the North West Executive of the TUC. He is an active member of the Labour Party.
